Town says NY kennel where 16 dogs died was illegal

Inspector says NY kennel that burned, killing 16 dogs, was illegal; space heater eyed as cause By The Associated Press

WHITE PLAINS, N.Y. (AP) ' A town inspector says a backyard kennel in the New York City suburbs that burned in a fire, killing 16 dogs, was illegal.

The fire destroyed the dogs' shed Wednesday morning. Police believe it may have been caused by a space heater.

Greenburgh Building Inspector John Lucido says the owner, a breeder, violated codes in two ways. He says only three grown dogs are permitted per household and it was illegal to run a business out of that neighborhood.

Lucido says the owner, Ross Taylor, was warned about a similar violation in 2006 and took care of the violation.

A call to Taylor's home was answered by a man who would not comment or give his name.

Police say Taylor was a breeder of Italian mastiffs.
