Stymied Texas board offers future recommendations

Texas board prevented from investigating disputed execution issues future case recommendations By The Associated Press

AUSTIN, Texas (AP) ' A Texas state commission prevented from further investigating a case where death penalty opponents say an innocent man may have been executed is set to offer recommendations on future arson inquiries.

The Texas Forensic Science Commission meeting Friday will mark its last official word in the case of Cameron Todd Willingham, who was put to death in 2004 for setting a 1991 fire that killed his three children. Arson experts have since determined the fire was of accidental or unknown causes, but not arson.

The commission had been investigating the science used in the Willingham case itself until the state's attorney general issued a ruling limiting the scope of the inquiry. The board is now simply setting rules aiming to ensure future arson investigations are built on more-solid evidence.
