C3 was placed in the "Tier 1" category of vendors, with particular recognition for its leadership in the market and maturity of offering. The report, titled "Enterprise Energy/Carbon Management Solutions, a Guide for Global End-Users," was written by analyst Adrian Bowles. The report covers the business reasons driving selection of an Enterprise Energy and Carbon Management (EECM) solution, a guide for evaluating solutions, and an overview of vendor offerings, including an overview of C3.

The report noted a strong interest in comprehensive software solutions offering both energy and carbon management capabilities. "In the past 12-18 months, particularly in the US market, we have seen a dramatic shift towards energy management investments while carbon management investments have softened. We believe that in the next 48-60 months the most successful implementations for global enterprises will integrate both energy and carbon management."
According to Bowles, despite the anxious economic climate, a near-term investment in EECM may be worthwhile. "If you haven't already invested in EECM solutions, start now. Timing is everything, and there is no incentive to wait for this market to mature before making at least a modest investment in EECM solutions. The benefits of cost reduction due to smarter energy management can pay for themselves almost immediately."
The report also covered professional services offerings for EECM. Science Applications International Corporation (SAIC), a C3 charter customer and strategic alliance partner, was given particular mention. The report stated that SAIC "has made a significant investment in its energy and carbon management practice, and now offers EECM support from assessment through construction and operations."
